Israel Joins Beverly Hills Oct. 7 Memorial Effort With $10,000

The State of Israel is contributing $10,000 toward Beverly Hills' planned permanent October 7th Memorial under a participation agreement approved by the Beverly Hills City Council.

The agreement, made through Israel's Consulate in Los Angeles, provides funding for the fabrication and installation of the memorial and related site improvements. The City of Beverly Hills has already committed $500,000 to the project, while the Beverly Hills Community Charitable Foundation is seeking additional private contributions to cover remaining costs.

City documents describe the Israeli contribution as a project participation payment rather than a standard charitable donation. Under the agreement, the Consulate will receive physical recognition at the memorial site. The size, placement and form of that recognition will be determined by the City Council and will be proportional to the contribution compared with other donors and participants.

The $10,000 amount also meets the city's current minimum threshold for physical recognition at the memorial.

The agreement returned to the City Council after officials requested revisions to its cancellation and refund provisions during a July 21 meeting. City staff then submitted the revised language to the State of Israel, which raised no objections to the changes.

If the memorial project is canceled before construction begins, the Community Charitable Foundation would return the full $10,000 participation amount. If cancellation occurs after construction starts, any refund would be calculated proportionally alongside refunds to other donors and contributors from unused funds designated for the project.

The memorial is intended to honor the victims and families affected by the Oct. 7, 2023 attacks in Israel. The City Council has conceptually approved a design titled "Light Shared Between Us" by atelier eyster architecture. The design uses natural sunlight as part of the memorial, with carefully positioned openings intended to illuminate victims' names during a specific alignment between morning light in Beverly Hills and evening in Israel.

According to the city, a mockup of the memorial is being developed while project documents continue to be prepared.
