Youth Sports Fees Fall, Greystone Film Charges Rise

A city fee overhaul shifts youth sports to lower-cost city facilities while requiring more money upfront for Greystone production bookings.

Families registering children for Beverly Hills youth leagues will pay less per player, while commercial crews reserving Greystone Mansion will face larger upfront charges under a fee package the City Council approved 5-0 on Sept. 22, 2026.

The youth league player charge falls from $10 to $5 for city residents and from $32 to $15 for nonresidents. In its fee report, the city ties that change to revisions in its agreement with Beverly Hills Unified School District. The programs are shifting from district facilities to city facilities, so the city expects to spend less on rented space. The saving per player is $5 for a resident and $17 for a nonresident; the report describes the overall revenue effect as small.

Greystone moves in the other direction. The new schedule lists a $25,000 deposit for commercial film and video projects, a $2,500-per-day film booking charge and a $500-per-day photography booking charge. The booking payment is credited against a completed permit but is not refunded if a reservation is abandoned. A consolidated cancellation charge equals 25 percent of the permit fees when a film or photography booking is canceled within 30 days. City staff said the changes respond to larger productions placing holds on dates and to maintenance demands at the historic property.

During the hearing, Mayor Craig Corman pressed staff on whether someone booking private wedding photos could be caught by the new charges. After staff said the booking fees were meant for commercial work, Corman pointed to the text in the council packet:

"Just to be clear, the description in our packet doesn't specify commercial versus private."

Staff acknowledged the wording had not been explicit and again said the new booking fees target commercial activity. Yet the proposed schedule labels both booking-fee entries as applying to "All." The council adopted the package without a recorded change to those entries. That leaves an issue worth checking directly with the city before paying for a private booking.

The package also adds actual-cost charges for contracted event security and specialized filming services, restores a $53 monthly bail-bond advertising fee and updates other city charges. The larger story is how the city prices access to shared facilities: lower operating costs are being passed to youth sports participants, while Greystone users are being asked to secure reservations and cover potential costs sooner.
