Beverly Hills Approves New Police Labor Agreement Through 2029

The Beverly Hills City Council approved a new four-year labor agreement with the Beverly Hills Police Officers’ Association, setting salary increases, benefit adjustments, and work rule changes for sworn police employees through mid-2029.

The Beverly Hills City Council approved a new Memorandum of Understanding with the Beverly Hills Police Officers’ Association at its December 16, 2025 meeting, concluding months of negotiations and formalizing labor terms for the city’s sworn police employees through June 30, 2029.

The agreement covers police officers, police sergeants, and police officer trainees represented by the BHPOA. The prior labor agreement expired on June 30, 2025.

According to the agenda report prepared by Labor Negotiator Peter Brown, the City and the association began meeting and conferring in good faith in February 2025 and reached a tentative agreement on November 25, 2025. The City Council’s action on December 16 constituted the second required public meeting under the city’s labor relations ordinance.

Under the approved agreement, sworn employees will receive a series of salary increases over the four-year term. The first year includes a 3.5 percent increase effective November 29, 2025, along with a one-time $1,500 lump sum payment for bargaining unit members employed as of that date. Subsequent increases include a 6 percent adjustment effective July 1, 2026, followed by 5 percent increases effective July 1, 2027 and July 1, 2028.

“This agreement represents far more than words on paper. It reflects a shared belief in partnership, trust and mutual respect,” said Christian Bond, president of the Beverly Hills Police Officers’ Association. “It demonstrates your understanding of the sacrifices made by the men and women of the Beverly Hills Police Department and your continued commitment to insuring that they are supported as they serve this community with honor and professionalism.”

The agreement also modifies several forms of additional compensation. Field Training Officer pay will increase from 5.5 percent to 8.25 percent, while employees assigned to the Special Weapons and Tactics team will receive an additional 2 percent. Education and certification pay is restructured, with reductions to bachelor’s degree and master’s or continuing education pay, and increases to Intermediate and Advanced POST certification compensation. A new 1.5 percent Supervisory POST certification pay is added for sergeants, along with a new 1 percent bilingual pay for eligible employees.

The MOU adds Juneteenth as a recognized holiday for BHPOA members, beginning June 19, 2026.

Work rule changes include a revision to compensatory time off, shifting from a replenishing bank capped at 160 hours to a maximum accrual and use limit of 220 hours per year. The agreement also establishes a requirement that bargaining unit members maintain a primary residence within 150 miles of Beverly Hills Police Headquarters, with employees living beyond that distance as of July 1, 2025 grandfathered under the prior standard.

Additional provisions address special job assignments, vacation usage, and job sharing arrangements. The agreement also reorganizes and clarifies existing contract language, removes outdated provisions, and memorializes practices not previously included in the MOU.

As required by the Beverly Hills Municipal Code, a fiscal impact analysis was conducted by MGO Certified Public Accountants. According to the report, the agreement will result in an ongoing cost increase of approximately $8.3 million over four years. The analysis confirmed the accuracy of the financial calculations.

City staff reported that the proposed MOU and fiscal analysis were made publicly available on the city’s website on December 2, 2025, two weeks prior to the council’s consideration.

With council approval, the agreement now governs labor relations between the City of Beverly Hills and the Police Officers’ Association through June 30, 2029.
