Beverly Hills Council Boosts Police Signing Bonuses Amid Staffing Tensions

The Beverly Hills City Council approved higher signing bonuses for police recruits and a new labor agreement with management, as negotiations continue with rank-and-file officers.

On August 5, 2025, the Beverly Hills City Council approved significant increases to signing bonuses for new police officers and a new labor agreement with the Police Management Association, aiming to strengthen recruitment efforts amid upcoming public safety demands.

The updated signing bonus program offers $45,000 to lateral officers transferring from other departments and $35,000 to new trainees, up from the previous $20,000 and $15,000, respectively. Police Chief Mark Stainbrook emphasized the need for additional personnel to prepare for future events.

"Recruitment remains a challenge. It’s challenging times … we have future challenges for getting more personnel, including two Metro station openings in the next two years, the 2026 FIFA games and the 2028 Olympics. So, this proposal [for a signing bonus] strengthens our recruitment efforts for hiring."

The bonuses are structured in increments: pre-service officers receive $5,000 upon hire, $5,000 after academy graduation, $10,000 after probation, and $15,000 after two years. Lateral officers receive payments over two years.

The council also unanimously approved a four-year memorandum of understanding with the Police Management Association, representing 12 lieutenants and captains. The agreement provides a 20 percent pay increase over four years, additional paid time off, and increased deferred compensation.

City officials noted a 20 percent year-over-year decrease in crime and a police budget of $117 million, up more than $30 million since 2020, underscoring their commitment to public safety. The measures aim to ensure the department is well-equipped for major events, including the 2026 World Cup and 2028 Olympics.

The approvals come amid ongoing negotiations with the Beverly Hills Police Officers Association, representing officers and sergeants, though no specific details of those discussions were addressed in the meeting. The council’s actions reflect a broader effort to maintain a competitive edge in law enforcement recruitment while addressing future operational needs.

Beverly Hills’ focus on enhanced incentives and labor agreements signals a proactive approach to sustaining public safety, ensuring the city remains prepared for both routine operations and high-profile events.
